Annoyingly when testing a bootstrap application the top menu items were always collapsed in Internet Explorer 11 in the hanburger ie the 3 dashes menu icon.

The solution is to click on cog-Compatibilty View Settings and untick "Display intranet sites in Compatibility View" which is on by default.
